 Dublin Core Metadata: Thailand projects 2001

  1. Introduction :Thailand's participation in Dublin Core Metadata Initiative 
              Dublin Core Metadata Initiative (DCMI) was first introduced in Thailand in 1997, by Thomas Baker who was a visiting faculty member at Asian Institute of Technology (AIT), and also a consultant to Technical Information Access Center (TIAC). Since 1997, TIAC has contributed to DCMI by joining with the DC working group in Canberra, Australia and in Washington D.C. TIAC has been acting as a national representative for Thailand in DCMI activities. DC 1.0, DC 1.1 and qualifiers were translated into Thai and publicized on TIAC web site. The first DC template was designed in 2000, and allowed interested libraries to join TIAC's web resources cataloging project. Librarians and information specialists recognized the terms "metadata" and "Dublin Core", however, their curiosity and confusion in understanding the meaning and usefulness of the terms still remain in people's mind. Lectures and demonstrations by professionals and vendors as well as TIAC were organized in Bangkok and in the provinces.
  2. Development of Dublin Core Thailand projects in 2001 
              TIAC has created the first DC template in 2000 as an experimental project of web resources cataloging. TIAC attempted to catalog its web pages and pages that are subjects of its client's interest. Maha Sarakam University has been very active and participated seriously in the project. TIAC provides an area on its web server for Maha Sarakam University to input the data by using the DC template. Web resources on northeastern art, culture and tourism can be searched from TIAC page on Dublin Core case studies. The content can be created from remote terminals, and retrieval is full-text search from SQL database. It must be noted, however, that the web resources cataloging requires cataloging skill though not as full scale as to catalog the MARC formats. And, in order to create successful projects, librarians and information specialists need to spend as much time the same as catalogers perform their duty.

    2.1 NSTDA documents uses Dublin Core
              TIAC is a non-conventional library though it serves as National Science and Technology Development Agency (NSTDA) library. Using Dublin Core Metadata Element Set (DCMES), NSTDA digital bibliography can be compiled, and NSTDA staff can access the database as an "OPAC alike". An initiative has been planned to persuade the other four national centers under NSTDA to collaborate in database development. Data from each center's publications can be keyed in from the centers by using the DC template provided by TIAC, and later all items will be incorporated to make a NSTDA digital bibliography. TIAC has begun a full document linking to a record with an electronic file deposited at TIAC server. A result from NSTDA documents project is expected to be a collaborative work that librarian and publishers join in to share the effort in creating a database. By the beginning of 2002, TIAC will host training seminars for NSTDA staff, to be able to catalog their publications, both print and electronic by themselves. TIAC will only provide technical support and professional guidance on knowledge about standards and rules for basic cataloging. Technology used for handling NSTDA digital bibliography, however, is not a substitution for any library automation modules. It is only an available technology, designed locally as an appropriate technology, and aimed at a possible inexpensive investment for small and medium size collections with an increase of less than 5,000 items per year.


    2.2 Thailand Research Information Consortium 
              DCMES version 1.1 has been implemented for a NSTDA project, Thai Research Information Consortium. The project is aimed to incorporate four different research databases developed by the National Research Council (NRC), Thailand Research Funds (TRF), Health System Research Institute (HSRI), and National Science and Technology Development Agency (NSTDA). Initially, NSTDA attempted to incorporate four different databases available from the national centers' web sites into a single database. "Sansarn" a search engine provided by NECTEC is used to handle the indexing of all databases. Dublin Core Metadata Element Set is used as a common metadata for field searching from multiple databases. A consortium has decided to incorporate all research projects of various disciplines into a single database. It is expected that the service can be launched by November 2001. This means a minimum of 60,000 research projects funded by Thai government sources can be disclosed to the public for easy access from the Internet.
  3. TIAC web resources cataloging project 
             Learning by doing is the best way to understand the concept and the implementation of metadata and Dublin Core. From TIAC-DC homepage, DC templates are provided for general web resources cataloging: special collections of web resources, the digital bibliographies of printed documents and research projects. Libraries are welcome to experiment and create DC records with html from TIAC. Those who tried inputting the data would have found that the database could be created quite easily. Once the data was submitted, the record was then added to the database and became searchable immediately. This is the simplest way to catalog the existing web resources and links can be made to display the selected pages from their URL. DC can be implemented in more advanced applications such as with XML to develop full text documents and electronic publishing. A design of DC template can be done in a variety of ways depending on knowledge, experience and style of the programmers. It is good when the design follows the same standard because different files can be exchanged effectively. 
              A few easy steps are needed to create DC records from TIAC template.
    3.1 Study TIAC Dublin Core pages to understand why Dublin Core is needed
    3.2 Go to case studies 1.1 to examine the searching process, then find out what the template looks like by studying the DC 15 elements 
    3.3 Plan a work process by defining a scope of web resources that your library would like to present to the clients, and limit a number of records needed for the individual topics 
    3.4 Request to TIAC by e-mail or telephone or fax that your library would like to experiment with TIAC DC template for cataloging web resources 
    3.5 An area will be allocated on TIAC-DC page with specific name assigned by each library. Then it is up to the library to experiment and evaluate the project 
    3.6 Finally, libraries can start a research and development of their own by creating services of web resources discovery, or joining hands with publishers in electronic publishing.
