Library and collection management needs software or a tool to handle all the library tasks. However, due to the economic crisis, the budget cuts, lack of skillful manpower, and infringing proprietary software's copyright, implementing open source software and freeware to manage the tasks seems to be the best alternative among the others. Since 2009, STKS has focused on the solution and is the first library in Thailand to explore and study appropriate OSS and freeware for utilizing in libraries. In the fiscal year 2010, STKS established a strategic plan for Library Package (LibPack), which is the activity focusing on choosing OSS and freeware and disseminating appropriate media. A study of libraries, departments of Library and Information Science, and relevant organizations shows that either infringes the copyright of software they have used or allocates immense budget on acquire commercial software. Additionally, annually maintenance charges are incredibly high. As a result, STKS has turned to emphasize on taking OSS and freeware into account to encourage the libraries using legal software, which is also under budget. The software is listed as follows:
